5·18민주화운동기록관, 기록물 수집부터 등록까지 한눈에 파악, 검색· 보안기능도 강화

[컴퓨터월드] 5·18민주화운동기록관에는 정부기관과 군사법기관의 자료, 시민들의 기록과 증언, 기자들의 사진과 취재수첩, 피해자들의 병원진료기록 등 5·18민주화운동과 관련된 수많은 자료들이 보관돼 있다. 이들 기록물 중 상당 부분은 유네스코가 주관하는 세계 기록문화유산(Memory of the World)으로 등재돼 있다. 그만큼 역사적으로 매우 중요한 가치를 지니고 있다는 의미이다. 기록관은 이러한 중요한 자료를 체계적으로 관리하는 것은 물론 세계인과 함께 공유하기 위해 기록관리시스템을 구축하고 가동에 들어갔다.

5·18민주화운동기록관은 1980년 5월 18일에 일어났던 5·18민주화운동 기록유산을 체계적으로 수집해 영구보존하고 민주주의와 인권교육에 활용하며, 5·18민주화운동의 역사적 의미를 세계인들과 함께 공유하기 위해 2015년 5월에 개관됐다.

기록관에는 정부기관과 군사법기관의 자료, 시민들의 기록과 증언, 기자들의 사진과 취재수첩, 피해자들의 병원진료기록 등 4,200여 권 86만 페이지, 사진 필름 3,700여 컷에 달하는 각종 자료들이 보관돼 있다.

유네스코 세계 기록문화 유산 등재

5·18민주화운동기록관에 보관된 기록물은 역사적으로 매우 중요한 가치를 지니고 있다. 이들 기록물이 유네스코가 주관하는 세계 기록문화유산(Memory of the World)으로 등재돼 있다는 것만 봐도 그 기록물이 국내는 물론 세계사적 의의를 갖고 있다는 것을 알 수 있다.

남아프리카 공화국 만델라 대통령의 형사재판기록, 필리핀 민중혁명 당시의 라디오방송국 녹음테이프, 아르헨티나와 칠레의 인권 문서 등 세계 96개국 총 238건이 유네스코 세계 기록문화유산으로 등재돼 있다.

우리나라에서는 훈민정음, 조선왕조신록, 직지심체요절, 승정원일기, 팔만대장경, 조선왕조의궤, 동의보감, 일성록 등이 세계기록유산에 등재돼 있다. 5·18민주화운동기록관에 보관된 기록물이 얼마나 중요한 가치를 지니고 있는지를 알 수 있는 대목이다.

세계 기록유산은 신빙성, 유일성, 영향력 등 등재 기준도 매우 엄격하다. 유물이 진품이며, 그 실체와 근원지가 정확해야 한다. 또한 자료가 유일하며 대체 불가능해야 하고, 유물의 손실 또는 훼손이 인류 유산에 막대한 손실을 가져와야 한다고 규정돼 있다. 그만큼 5·18민주화운동기록관에 있는 자료는 세계적으로도 그 가치를 인정받고 있으며 보존에 많은 관심을 기울여야 한다는 얘기다.

5·18민주화운동기록관은 이처럼 중요한 기록 유산을 효율적으로 보존 및 관리하고, 안전하고 체계적인 업무 수행을 위해 5·18민주화운동기록관리시스템을 구축했다.

5·18민주화운동기록관리시스템은 유네스코기록유산을 통합 관리하는 아카이브 시스템, 수장고와 도서관의 자료들을 관리하는 서고관리시스템, 기록관 홈페이지와 연계되는 검색시스템으로 구성돼 있다.

2014년에 구축된 아카이브 시스템은 방대한 기록자료들을 형태, 주제, 컬렉션 같은 다차원 분류체계 하에 통합 관리하고 있으며, 서고관리 시스템은 RFID기술을 기반으로 형태가 있는 아날로그 자료들의 위치와 상태를 실시간으로 관리할 수 있도록 구축되었다.


기록물의 수집부터 등록까지 관리 가능

5·18민주화운동기록관은 제이씨원의 역사콘텐츠관리솔루션인 UACentre 2.0(United Archive Centre)을 도입해 기록물의 수집부터 등록까지의 프로세스 상태를 워크플로우 개념으로 관리할 수 있도록 했다. 또한 진료기록, 취재수첩, 일기, 필름, 사진, 보상자료 등의 데이터베이스 구축과정에서 정의된 기록물 유형에 따른 속성을 설정해 기록물의 정장 체계, 유형별 색인항목을 정의했다.

데이터베이스를 구축하면서 유네스코에 등재가 안 된 7만여점의 기록물을 전수 조사했으며 이를 색인화해 5·18문화센터 보유 기록자료로 이전했다. 특히 전산화가 완료된 모든 기록물을 콘텐츠화하여 업로드했으며 업로드한 내용을 기반으로 RFID태그를 부착했다.

5·18민주화운동기록관은 RFID 관리시스템을 구축하면서 다양한 기능을 구현했다. 먼저 기록물을 어디에 위치시킬 것인지를 알려주는 서가배치정보입력 기능과 기록물이 보존상자에 편성돼 있는 정보를 생성하는 보존상자 편성정보입력기능 그리고 시스템에 존재하는 자료와 수장고의 자료가 일치하는지를 알려주는 정수점검기능 등을 구현했다. 이외에 고정형 도난방지기를 통해 기록물의 분실 도난을 방지할 수 있도록 했다.

특히 아카이브시스템과 RFID관리시스템을 연계함으로써 기록물에 대한 반입 반출 상황을 한눈에 알 수 있도록 했다.

이렇게 구축된 시스템은 검색 시스템을 통해 홈페이지와 연계해 일반 사용자들이 필요한 자료를 쉽고 빠르게 검색해 열람할 수 있게 했다. 시스템을 구축함으로써 그 동안 직접 현장에 가야만 관람이 가능한 전시물과 기록물들을 홈페이지를 통해 일반 사용자도 서비스 받을 수 있게 된 것이다.

5·18민주화운동기록관리시스템 구축에 참여한 관계자에 따르면 시스템을 구축하면서 어려웠던 점도 많았다. 특히 일반적인 공공기록물과는 달리 5·18 민주화운동에 국한된 특수한 기록물이 많아 분류체계에 어려움이 많았다고 한다. 시스템 구축에 참여한 교수를 비롯한 자문위원들의 도움으로 문제를 해결하기는 했지만 그 과정에서 기록물에 대한 메타 항목 정의가 어려웠던 것이다.


분류체계 명칭의 표준화와 다중화

한편 이번 시스템을 구축한 제이씨원은 자문위원회의 여러 요청 사항도 적극적으로 반영했다.

먼저 기록물의 출처가 명확하지 않을 경우 출처 미상으로, 시기가 불확실할 경우 시기 불명 등으로 분류체계 명칭을 표준화했다. 또한 국제규격의 아카이브관리지침인 ISAD(G) 권고규격과 국가기록원의 특수기록물 관리 지침을 준용, 표준/규칙을 적용해 시스템을 구현했다. 이외에 표준화되지 않은 용어와 줄임말에 대한 검색을 원활하게 하기 위해 온톨로지 개념을 응용한 검색 전 정식명칭 조회 기능을 구현했다.

5·18민주화운동 기록관리시스템 구축으로 5·18민주화운동기록관은 기록관과 전시실 안의 모든 기록물을 체계적으로 관리할 수 있는 기틀을 만들었으며, 일반 사용자는 아카이브에 데이터베이스화 된 모든 자료를 쉽고 빠르게 검색할 수 있게 됐다. 모든 기록물을 디지털화 해 관리기반의 체계를 마련한 것이다.

이번 시스템을 구축하기 전에는 기록물을 찾는데 다소 어려움이 있었다고 한다. 한 예로 보상 서류 등을 공개요청 할 경우 기록물을 찾는데 어려움이 있었으나 이번 시스템을 구축하면서 분류체계를 다양화 함으로써 각종 기록물을 쉽게 찾을 수 있게 됐다는 것이다.

그리고 기록물의 물리적 질서를 해치지 않고, 논리적으로 재구성할 수 있는 컬렉션 기능을 통해 온라인 전시, 특정 주제별 자료 일람 등을 가능하게 한 것도 가장 큰 성과로 꼽히고 있다.

또한 검색 기능도 대폭 강화돼 다양한 방법으로 원하는 기록물을 찾을 수 있게 됐다. 5·18민주화운동기록관은 일반 기록물과는 달리 5·18민주화운동이라는 특수성 때문에 특수사항에 대한 검색기준이 필요했는데 시스템에 이를 반영한 것이다. 예를 들어 어떤 기록물을 찾는데 사람 중심 또는 사건 중심으로 검색할 수 있도록 한 것이다.

유네스코 세계기록유산의 등재 조건은 세계 시민들에 대한 기록물의 공개이다. 기록관은 세계 어느 곳에서 열람이 가능하도록 유네스코 등재기록물을 DB화 한데 이어 주요 기록물에 대해서는 영문화 작업도 추진해나간다는 방침이다.

5·18민주화운동기록관에 대해 설명해 달라.

5·18민주화운동기록관은 지난 2011년 5월 유네스코에 세계기록유산으로 등재된 5·18민주화운동 관련 기록물을 영구 보존하고 민주주의와 인권교육에 활용하며 5·18민주화운동의 역사적 의미를 우리 국민은 물론 세계인들과 함께 공유하기 위해 설립됐다. 정부기록 뿐만 아니라 시민들이 생산한 기록들도 체계적으로 보존할 수 있게 됐다는 점에서 의미가 있다고 할 수 있다.

기록관은 지하 1층, 지상 6층 규모로 시민광장, 상설전시실, 3D영상실, 기획전시실, 열람실, 수장고 등으로 구성돼 있다.


어떤 기록물들이 보관돼 있는가.

현재 기록관이 소장하고 있는 기록물은 유물 등을 포함해 8만여 점이 넘는다. 유네스코 등재 기록물만도 약 86만여 페이지이다. 비등재 기록물은 훨씬 많은데 분류 작업을 계속하고 있어 수량은 더 늘어날 것이다.

기록관에는 시민들이 생산한 기록, 즉 일기장, 사진과 필름, 기자들의 취재수첩, 성명서와 단체의 기록들이 보관돼 있다. 또한 정부의 문서부터 사법부의 재판기록, 국회의 청문회 기록, 경찰의 조사기록, 부상자들의 병원치료 기록, 시민군의 활동 기록, 정보기관의 문서, 군대의 작전기록, 주한 미국대사관과 정보기관들이 미국 국무부에 보고한 기록 등이 전시 및 보관돼 있다.

기록관을 운영하면서 중점을 두고 있는 부분은.

지금까지는 5·18민주화운동 관련 자료를 수집하고 관리하는 데 중점을 두었다. 계속 자료를 수집해야겠지만 5·18민주화운동기록관 개관을 계기로 보존과 활용에도 역점을 둘 계획이다. 기록물을 체계적으로 분류하고 보존하기 위해 보관 시설에 투자를 확대하는 것은 물론 자료의 활용도를 높이기 위해 기록물을 활용한 다양한 콘텐츠를 개발해나갈 것이다. 이 외에 기록관 홈페이지의 포탈서비스, 모바일 홈페이지, 온라인 전시관 등도 활성화해 5·18민주화운동의 전국화와 세계화, 미래화를 추진해나갈 계획이다. 기록물 학술연구세미나 개최, 유네스코 인권교재 공동제작 그리고 세계인권기록물 국내외 순회 전시회 등도 검토하고 있다.


많은 사람들에게 기록관을 알리고 관련 기록물을 보여주기 위해서는 기록물의 디지털화가 필요하다고 보는데.

유네스코 세계기록유산 등재의 전제 조건은 세계 시민들에 대한 기록물의 공개이다. 우리는 1차로 유네스코등재 기록물을 데이터베이스화했으며 조만간 세계 어느 곳에서도 기록물 열람이 가능하게 될 것이다.

지난해 기록관리 시스템 구축으로 기록물의 수집부터 등록까지의 프로세스 상태를 워크플로우 개념으로 관리할 수 있도록 했다. 유네스코에 등재가 안 된 7만여 점의 기록물을 전수 조사해 이를 색인화하고 5·18문화센터 보유 기록자료로 이전했다. 이렇게 구축된 시스템은 검색 시스템을 통해 홈페이지와 연계해 일반 사용자들이 필요한 자료를 쉽고 빠르게 검색해 열람할 수 있게 했다. 또한 기존 콘텐츠들이 어린 아이들이 보기에 적절치 않아 3D애니메이션을 제작해 별도의 상영실에서 관람할 수 있도록 했다.

우리 기록관은 이외에 5·18 관련 기관 단체들과 협력해 5·18 교육과 체험에 대한 다양한 프로그램을 만들어 나갈 것이다.

[Conputerworld] In 5·18 Archives are kept numerous records related to the May 18 Democratic Uprising such as the records from the government organizations and military judicial courts, the records and testimonials of citizens, the photos and coverage notes of reporters, and the hospital treatment records of victims. Many of these records are registered as Memory of the World, managed by the UNESCO. This reflects that such records hold significant historical values to deserve such archiving. The Archives not only systematically manages these important documents, but also has built and operated its RMS (Records Management System) to share them with people around the world.

The 5·18 Archives opened in May 2015 to systematically collect and permanently preserve documentary heritages of the May 18 Democratic Uprising, which broke out on May 18, 1980, to use them for education purposes of democracy and human rights, and to share the historical significance of the May 18 Democratic Uprising with people in the world.

In the Archives are stored various types of materials such as the documents from government organizations and military judicial courts, the records and testimonials of citizens, the photos and coverage notes of reporters, and the hospital treatment records of victims, amounting to approximately 4200 volumes, 860,000 pages, and 3700 photo film cuts.

The Inclusion in the UNESCO Memory of the World Register

The records archived in the 5·18 Archives hold significant historical values. Simply considering the fact that these records are included in the UNESCO Memory of the World Register, one may know such records contain the meanings in light of the world history, not to mention the meanings in light of their domestic history.

238 records in total across 96 nations in the world have been registered in the UNESCO Memory of the World including the criminal court case of former South African President Nelson Mandela, the collection of sound recordings of radio stations during the Philippine People Power Revolution, and human rights documents from Argentina and Chile.

In our country, S. Korea, The Hunmin Chongum Manuscript, The Annals of the Choson Dynasty, Jikji Simche Yojeol, Seungjeongwon Ilgi(the Diaries of the Royal Secretariat), Palman Daejanggyeong(Eighty-Thousand Tripitaka), Uigwe(The Royal Protocols of the Joseon Dynasty), Donguibogam(Principles and Practice of Eastern Medicine), and Ilseongnok(Records of Daily Reflections) are registered in the UNESCO Memory of the World. These records tell us how critical values the records stocked in the 5·18 Archives hold.

The registration criteria of Memory of the World in terms of credibility, uniqueness, influence, etc., are highly strict. Artifacts must be authentic, and their substances and origins must be accurate. Also, the materials must be singular and irreplaceable, and it is defined that any loss or impairment of such artifacts should inflict massive damages to the heritages of mankind. As such, the records in the 5·18 Archives have their values recognized worldwide, and much care must be taken for their preservations.

The 5·18 Archives has built its RMS for the 5·18 Democratic Uprising to efficiently preserve and maintain the documentary heritage, and to safely and systematically execute its operations.

The RMS of the 5·18 Archives is comprised of an archive system that integrates and manages UNESCO Memory of the World, an archive management system that manages materials in its storage and library, and a search system linked to the 5·18 Archives website.

The archive system built in 2014 has integrated and managed a massive volume of records in terms of multi dimensional taxonomy such as forms, subjects, and collections, and the archive management system has been built, based upon RFID technology, to manage in real time, the locations and status of analogue materials that have a tangible form.


Possible to Manage Records from Their Collections to Registrations

The 5·18 Archives adopted UACentre 2.0(United Archive Centre) from JC1, which is a historical archives management solution, and has made each process status of records from collections to registrations manageable by a workflow concept. In addition, it has set the attributes in accordance with its type of each defined record during the process of building its database of treatment records, coverage notes, diaries, films, photos, compensation records, etc. in order to define suite structures and indexes for each type.

Whilst building the database, more than 70,000 unregistered records had been thoroughly examined and indexed. Then, they were indexed and transferred to the archives of the May 18 Memorial Culture Center. In particular, all the records completed in their computerizations had been made as contents, and then uploaded, after which based upon uploaded contents, RFID had been tagged for all of them.

The 5·18 Archives has developed a variety of functions while building its RFID management system. First, an input function of racks arrangement information that informs where to locate a record, an input function of preservation box organization information that creates organization information of a record’s preservation box, and an integrity check function that informs whether or not a material existing in the system matches the material in the storage, were developed. In addition, through a fixed theft lock, any loss or theft of the records has been prevented.

Particularly, by linking the archive system and the RFID management system, the status of checkouts and returns of the records have been made to know, at a glance.

The system built as above has enabled general users to search the necessary documents easy and fast by linking to its website via a search system. By building the system, exhibited items and records that otherwise were only available by actually visiting the 5·18 Archives till now have been made available to general users via its website.

According to a relevant source that participated in building the RMS of the 5·18 Archives, there were many difficulties. Especially, unlike general public records, due to a large volume of particular records only pertinent to the 5·18 Democratic Uprising, there was a bulk of difficulty in taxonomy. Although the trouble was resolved by the help of professors and advisory committee involved in building the system, defining meta item for the records was difficult during the course.


Standardization and Diversification of Taxonomy Designations

Meanwhile, JC1 that built this system had actively reflected various requests from the advisory committee. First, they standardized the designations; if the source of a record is not clear, then it was designated as ‘source unknown’, if a date is not certain, then as ‘date uncertain.’ Also, the system was built employing an international standard for archive management guideline, ISAD(G), General International Standard Archival Description, as well as special records management guides of National Archives of Korea to apply standards/rules. Additionally, to facilitate searches with regards to unstandardized terms and acronyms, a function to retrieve a formal designation prior to its search, applying an ontology concept, was developed.

The building of the RMS of the 5·18 Archives has laid a foundation to enable the 5·18 Archives to systematically manage all the records at the Archives and exhibition rooms. And this led general users to search all the records archived in the database easy and fast. In other words, a base management system has been built by digitalizing all the records.

It was said that there was a difficulty in finding a record before this system was built. For instance, there was a difficulty in finding a record when a compensation document was publically requested, but by diversifying the taxonomy whilst building this system, various records have been made to be easily found.

And without affecting the physical order of the records, through the collection function that enables logical re-organizations, the enabling of online exhibitions as well as reading particular materials for certain subjects have been recognized as major achievements.

Further, due to the massive strengthening of search functions, now it is possible to find a record through various ways. The 5·18 Archives needed search criteria on special items because of the particularity, i.e., the 5·18 Democratic Uprising, which has been reflected in this system. For example, when searching for a record, it has been made possible to search by person, or by incident.

The criterion to be registered in the UNESCO Memory of the World is to open records to the people of the world. The Archives has made the database of UNESCO-registered records so that they may be read anywhere in the world, and plans to make key records available in English.

Please explain about the 5·18 Archives.

The 5·18 Archives was established to permanently preserve records relevant to the 5·18 Democratic Uprising, which was registered in the UNESCO Memory of the World back in May 2011, and to use them for the education of democracy and human rights as well as to share the historical meaning of the 5·18 Democratic Uprising with both Koreans and the peoplearound the world. It is noteworthy in that now it is possible to systematically keep the government records as well as records produced by citizens.

The Archives has its size of 1 floor underground and 6 floors above ground, and is comprised of Citizen Square, Exhibition Rooms, 3D Video Rooms, Planned Exhibition Rooms, Reading Room, and Storage.


What records are stored?

The records that the Archives keep are more than 80,000 items including relics. Just the records registered in the UNESCO alone have more than 860,000 pages. Unregistered records are far more, and because we are continually doing our classification work, the numbers will increase more.

In the Archives, the records produced by citizens, that is, diaries, photos and films, coverage notes of reporters, statements, and records of activist groups are stored. Also, the government documents to trial records of judicial courts, hearing records of the National Assembly, investigation records of police, hospital treatment records of the injured, activity records of citizen armies, documents of intelligence agencies, operation records of military, records that the US Embassy in S. Korea and intelligence agencies reported to the Department of Defense, and so forth are exhibited and stored.
 

What area do you put focus on in your operation of the Archives?

Till now, we’ve focused on collecting and managing the materials related to the 5·18 Democratic Uprising. Although we will continue to do collect materials, we will focus on their preservation and usage as well now that we have opened the 5·18 Archives. Not to mention increasing the investment on preservation facilities to systematically classify and preserve records, we will develop various contents utilizing the records to improve the usage level of materials. In addition, we have a plan to activate an online portal service of the Archives' website, its mobile website, and its online exhibition halls to push forward with the nationalization, globalization, and futurization, if you will, of the 5·18 Democratic Uprising. We are also considering an opening of an academic research seminar of the records, a joint production of UNESCO human rights booklets, and a domestic and international traveling exhibition of the world human rights records.
 

It seems that the digitalization of the records is necessary to promote the Archives and show the related records to many people.

The prerequisite to be registered in the UNESCO Memory of the World is to open the records to the people in the world. As our first endeavor, we have made the database of UNESCO-registered records, and soon you will be able to read those records from anywhere in the world.

Last year, due to the building of the RMS, we enabled managing a process status of each record from collection to registration by a workflow concept. We have thoroughly examined more than 70,000 records unregistered in the UNESCO, indexed them, and transferred them to the archives of the 5·18 Memorial Culture Center. The system built like this has enabled general users to search the documents that they need easily and fast by linking its website to the search system. Also, previous contents were inappropriate for kids to watch, so we have made their 3D animations so that kids can now watch them in a separate video room.

Our Archives, in addition to this, will collaborate with various related organizations and groups to produce a variety of programs about 5·18 education and experience.
